Young men usually enter puberty between age 9-11. The first things to happen are growth of the testicles (balls) and the development of pubic and other body hair. This is followed by a growth spurt and towards the end of puberty young men will begin to ejaculate. The sequence that you describe is fairly typical and you may just need to wait a few months in order to start ejaculating. This is a good thing to discuss with your doctor if you continue to have concerns.
